Africa's AI Leap: Finance & Sovereignty

Abstract

Looks at how African and global development finance institutions (DFIs) are responding to AI, by changing their mandates, instruments and internal operations. Using World Bank, AfDB, IFC, OECD, UN and industry sources, it covers financing for cloud, compute, data and digital infrastructure, new market failures, risk-sharing, IP and data sovereignty, startup and SME pipelines, skills and regulation. It recommends DFI mandates for public digital infrastructure, shared compute, open data and AI training, along with stronger risk-sharing and closer cooperation.
